TryGetRefreshTokenCookie

Reads the refresh-token cookie named by CookieNames.RefreshToken, returning null when the request carries none.

Use it where a signed-out caller is ordinary rather than exceptional. Where the cookie is required, GetRefreshTokenCookie fails immediately instead.
